Font of choice i used Constantia.
File new 600x650 fill with white new layer
fill with paper of choice or colour to complement your tag.
Mask new from image select and apply mask
merge mask visable.
Resize frame2 paste as new layer on top of mask.
Magic wand click in centre selections
modify exspand by5 paste paper or fill with colour of choice.
Highlight frame magic wand click in centre
modify exspand by5 resize tube of choice paste as new layer
selections invert delete on keyboard select none
drag below frame paste tube again drag above frame
drop shaddow line it up with tube below
use selection tool cut bottom part off the tube.
Drop shaddow frame.
Resize heart1 paste as new layer place to right of frame drop shaddow.
Resize button2 paste as new layer place to
left of frame drop shaddow duplicate place beneath 1st button.
Resize bow3 paste as new layer place to bottom left
of frame drop shaddow.
Use preset shapes tool draw circle round tag
see my labels help how to do circula text.
Add wordart drop shaddow.
Add name place to bottom 0f frame dropshaddow.
Add url copywrite and watermark.
Resize crop delete white background merge layers visable.
Save as PNG.
