File new 600x650 fill with white.

New layer fill with paper of choice mask

select and apply mask merge mask layer visable.

Resize frame4 paste as new layer on top of mask.

Magic wand click in centre selections

modify exspand by5 paste paper of choice selections

invert delete on keyboard drag below frame layer

drop shaddow frame.

Highlight frame layer magic wand click in centre

selections modify exspand by1

Resize dangling ornaments paste as new layer selections

invert delete on keyboard select none drag below frame layer

drop shaddow.

Resize tube of choice paste as new layer place

to right of frame drop shaddow.

Resize fireworks2 paste as new layer i on top

left of frame other under top right of frame drop shaddow.

Resize confetti paste as new layer place

on top left bottom corner of mask drop shaddow.

Resize Champagne paste as new layer place

on top left bottom corner of frame drop shaddow image mirror.

Resize drop ball paste as new layer place

on top left of champagne drop shaddow.

Resize glass paste as new layer place

Add name place to bottom of tube drop shaddow.

Add url copywrite and watermark.

Resize crop delete white background merge other layers visable.

Save as PNG.
