Font of choice i used Impact on caps.

File new 650x650 fill with white.

Open Pompom paste as new layer center of canvas

resize till it almost fills the canvas drop shaddow.

Resize frame3 paste as new layer on top center of pompom

Magic wand click in center selections modify exspand by3

fill with a red and blue gradient drag below frame.

Highlight the inner circle new layer fill with same gradien

drag below frame.

Copy and paste your close up tube as new layer

on top center of frame drag below frame invert delete on keyboard.

Select none.

Resize pompom paste as new layer place beneath top right of frame

drop shaddow duplicate move to right of frame.

Resize firework2 paste as new layer place on top center

of both pompoms and frame drop shaddow.

Copy and paste full tube as new layer place to left of frame drop shaddow.

Resize fluffyhearts paste as new layer place on top bottom of tube drop shaddow.

Resize text paste as new layer place on top of fluffy hearts drop shaddow.

Add copyright url and watermark.

Add name i used impact text size55 background closed

foreground on red, magic wand click in side all letters

fill with paper 4 add drop shaddow.

Delete white background Save as PNG.
