Font of choice i used A Charming Font Expanded.
Drop shaddow throughout. 3.3.50.5. Black.
File new 650 x 650. Fill with white.
Copy and paste Paper17.as new layer.Mask new from image,
select and apply mask.Merge mask visable.
Resize Frame3 by50.Paste as new layer on top center of mask.
Magic wand click in center,modify exspand by5.
Resize Paper35.Paste as new layer.Invert,hit delete,drag below frame.Select none.
Resize full tube by45.Paste as new layer on top center of frame.
Sharpen,drop shaddow tube and frame.
Resize97.by25.Paste as new layer on top bottom left of frame.Sharpen drop shaddow.
Resize46.by35.Paste as new layer on top right of97.Sharpen,drop shaddow.
Resize73.by25.Colourize Hue.172.Saturation.141.
Paste as new layer on top right of46.Sharpen,drop shaddow.
Resize52.by25.Paste as new layer on top left of frame.
Rotate slightly to left,sharpen drop shaddow.
Resize7.by.30.Colourize as above.Paste as new layer on top bottom right.
Rotate slightly to right.Sharpen the drop shaddow.
Resize8.by45.Colourize.Paste as new layer on top right of frame,
rotate slightly to right,Sharpen then drop shaddow.
Resize86.by20.Colourize.Paste as new on top bottom right of mask.Sharpen,drop shaddow.
Resize42.by25.Paste as new layer on top bottom right of mask.Sharpen,drop shaddow.
Resize76.by30.Paste as new layer down left side of frame,sharpen drop shaddow.
Copy and paste 205 as new layer on top of all layers.
Add url copyright and licence number.
Add name top ceter of frame.Drop shaddow.

Animation...
Edit copy merged paste in animation shop as new animation.Duplicate 7.times.
Open animations.Steamy6 and Steamy1.Edit select all,
File Exort Frames to paint shop pro.
Working one layer at a time,Colourize same as you did on you tag.
Close file. Yes to update to animation shop.
Resize Steamy6 animation by45.edit select all edit copy.
Highlight 1st.frame of you tag.Edit select all edit paste into selected frame.
Place to top left of mask.
Repeat as above twice.Second place center right of frame.View animation.
Open animation1.Select all,export to psp.Colourize as you did on other animation,
then send back to animatio shop as you did on other animation.
Reize by 45. then 75.Add as above to your  tag.Place one left center of frame.
place second top right of mask.Veiw animation,save as.
