Font of choice i used Dark Waters.
Drop shaddow throughout.1.1.30.5.Black.
File new 650 x 650.Fill with white.
Resize Mask by90.Paste as new layer.
Copy and paste Frame as new layer on top center of mask.
Magic wand, click inside frame, modify exspand by5.
Copy and paste Frameback.as new layer.Move to fit frame.
Drag below frame.Drop shaddow.
Copy and paste Wordart as new layer on top bottom left of frame.Drop shaddow.
Highlight frame, magic wand, click inside frame.Modify exspand by5.
Resize tube by40.Paste as new layer on top center of frame.
Invert.Hit delete.Drag below frame.Sharpen.Drop shaddoe.
Add url copyright and licence number.
Add name on top bottom right of tag.
Delete white background.Save as PNG.
