VM Natural Sparkle.
Eye Candy Gradient Glow.
Font of choice i used Hanford Script.
Drop shaddow throughout. 3.3.50.5. Black.
File new 650 x 650. Fill with white.
Resize paper6.by75.Paste as new layer.Mask new from image.
Select and apply mask. Merge mask visable.
Resize frame by60. Rotate 90% left. Paste as new layer on top center of mask.
Magic wand, click in center of frame.Modify exspand by5.Fill with #06559E.
Effects. muRa's Meisters Clouds.Light. White.FG. #06559E. BG.White.
All other settings as default.Select none.
Resize Cityscape Resize Cityscape by5.
Highlight frame. Select all, Float.
Copy and paste Cityscape as new layer.bottom center of frame.
Select none.Erase overlapping showing on frame.
Drop shaddow Cityscape and the frame.
Open frame again.Resize by75.
Rotate 90%.Left.Paste as new layer out side of original frame. Drop shaddow.
Resize full tibe by85. Paste as new layer on top center left of frames.
Sharpen. Drop shaddow.
Resize Moon by10.Paste as new layer on top center of original frame.
change opacity to 84. Drop shaddow.
Resize Gold New Years clock by3.Paste as new layer above 2017, Wordart.
Sharpen, unsharpen mask.
Resize Happy New Year wordart by3.Paste as new layer bottom right center of tube.
Sharpen, unsharpen mask.Drop shaddow.
Resize 2017. Wordart by3. Paste as new layer top center of mask.
Sharpen, unsharpwn mask, drop shaddow.
Resize New Years Champagne  decoration and candlesby5.
Paste as new layer on top bottom right of frame.Drop shaddow.
Resize Fireworks3.by25.Paste as new layer top left below tube.
Duplicate image mirror. Duplicate again 3.times.
Place on top center left, center right and bottom center of frames.
Repeat as above with Fireworks2.Place on top of original fireworks.
Highlight frame clouds.Use selection tool, add Sparkle.Default settings.
Just change Maxi settings to13.
Resize New Year mask by15.Paste as new layer on top bottom right of tag .
Rotate slightly right. Sharpen, unsharpen mask. Drop shaddow.
Add URl.Copyright and Licence number.
Add name on top bottom center of mask.Add E.C.Gradient Glow, thin white.

Animation...
Edit copy merged, paste into animation shop as new animation.Duplicate15.Times.
Open Simone Fireworks2.Edit Select all,edit copy.
Highlight 1st.frame of your tag.Edit select all, edit paste into selected frame.
Place just below 2017 wordart.Repeat and place right center of frame.
Repeat place bottom center of frame.
Open Fireworks3.Repeat as above, place 1st.firework on top left of clock.
Place 2nd.firework on top bottom right of frame.View animation save as.
