Font od choice i used Snowcaps.

Open new image 600x600 fill with white.

New layer fill with paper of choice mask

new from image select and apply mask merge mask layer visable.

Resize frame53 paste as new layer on top of mask.

Magic wand click in centre of frame selections

modify exspand by5 paste paper of choice.

Selections invert delete on keyboard select none drag below frame layer.

Activate frame layer magic wand click centre selections

modify exspand by1 resize trail70 paste as new layer.

Selections invert delete on keyboard select none

drag below frame drop shaddow frame.

Paste tube of choice drop shaddow place centre bottom of frame.

Resize bells2 paste as new layer place

on top of frame bow drop shaddow.

Resize bauble20 paste as new layer place

to top left corner of frame drop shaddow rotate.

Resize bauble36 paste as new layer place on top of bauble20

drop shaddow rotate erase top of bauble ribbon.

Resize flower16 paste as new layer place

on top of baubles drop shaddow.

Drop shaddow frame.

Add name place to and under bottom of tube I gave mine an eyecandy glass effect drop shaddow.

Add url copywrite and watermark.

Resize crop close delete white background merge other layers visable.

Save as PNG.
