My wordart and font i used HERE.

File new 650x650 fill with white new layer

fill with colour of choice texture effects texture1.

Mask select and apply mask merge mask visable resize by110.

Resize copy and paste cluster frame as new layer

on top of mask magic wand click in center not forgetting

all the small bits selections modify by6 new layer fill with colour of choice

i used BCCEE5 effects EC400 water drops set on...

6.35 / 39 / 31 / 80 / 50 / 80 / colourEC400 Random seed 1.

Drag below frame. 

Open 1st.tube copy paste image mirror paste as new layer

selections invert delete on keyboard  duplicate

on original effects gaussian blur set on 3

drop shaddow duplicated tube and duplicate again select none.

Open main tube copy paste as new layer on top bottom

center of frame drop shaddow.

Open my wordart copy paste as new layer place top left of frame.

Add name place bottom left of frame drop shaddow.

Add url copyright and watermark.

Delete background save as PNG.
