File 650x650 fill with white, new layer fill with paper2.Mask new form image,

select and apply mask merge mask visable.

resize38 paste as new layer drop shaddow place

towards bottom left of mask duplicate image mirror.

Resize 21 paste as new layer,magic wand click in center

modify exspand by5 resize paper3 paste as new layer 

delete on keyboard drag below frame.

Resize 15 paste as new layer bottom right of frame delete on keyboard.

Resize 6 paste as new layer to left of frame, select none.

Resize 33 paste as new layer on top bottom left corner of frame drop shaddow.

Duplicate 38 move on top of 33 rotate.

Resize 13 paste as new layer place on top bottom of 38 drop shaddow.

Resize 9 paste as new layer image mirror drag below 13 drop shaddow,

Resize tube of choice paste as new layer on top bottom of frame drop shaddow.

Resize 24 paste as new layer on top right corner of frame drop shaddow.

Open my wordart copy and paste to top of frame.

Add url copyright and licence number.

Add name place to bottom of tube add EC gradient glow then drop shaddow.

Edit copy merged paste in animation shop as new animation.

Duplicate 4 times, open snow animation edit select all

edit copy highlight 1st frame of your tag,edit select all edit

paste into selected frame.view animation save as.
