File new 650x650,fill with white,new layer fill with paper8
Mask new from image,select and apply mask,merge mask visable.
Add psp weave effect.Duplicate.
Resize Frame4.Paste as new layer on top center of mask.
Magic wand click in center modify exspand b75.,
resize paper12,paste as new layer
selections invert,delete on keyboard,drag below frame.Select none.
Magic wand click in all small holes around frame,
modify exspand by3,new layer fill with black,drag below frame select none.
merge these two layers visable,drop shaddow frame.
Highlight frame,magic wand click in center,
Resize tube,paste as new layer center bottom of frame
Selections invert delete on keyboard.Select none.
Paste tube again on top of original,drop shaddow.
Erase overlapping of tube at bottom of frame.
Resize bow1 paste as new layer bottom center of frame,drop shaddow.
Resize flower1 paste as new layer top left of frame,drop shaddow.
Resize flowe2,paste as new layer,just beneath flower1,drop shaddow.
Duplicate flower1 paste as new layer on top bottom of layer2,drop shaddow.
Resize butterfly2,paste as new layer,on  top of top flowers drop shaddow.
Resoze butterfly1,paste as new layer on top bottom of flowers
rotate slightly,drop shaddow.
Resize Leaves2 paste as new layer top right of frame,drop shaddow.
Keep duplicating and move around right of frame.
Resize Cupcake pop1 paste as new layers,top right of frame,drop shaddow
rotate slightly,erase small part of stick.
Resize Candy pop1 paste as new layer just beneath cupcake pop1
drop shaddow,slightly rotate,erase small part of stick.
Add url copyright and licence number.
Add name to bottom right of frame,drop shaddow.
Delete white background, Save as PNG.
