Pretty as a picture

Font of choice i used Impact.Caps on.
File new 650x650 fill with white.Paste paper13 as new layer,Mask new from image
Select and apply mask,merge mask visable,move so it shows around frame.
Resize F2 by60.Paste as new layer on top center of mask.Magic wand,
click in center,modify exspand by10.
Resize paper23 by75.Paste as new layer,move so mostly the blue covers the frame,
Invert delete on keyboard,drag below frame,
Copy and paste close up tube as new layer,invert,hit delete.Change blend mode to soft light.
Select none,then drop shaddow frame 2.2.50.5.
Resize full tube by45,paste as new layer on top bottom left of frame.
Right wing just below tubes eyes in frame.
Sharpen,unsharpen mask.Drop shaddow as above.
Resize E18 by45.Paste as new layer bottom right of frame,Sharpen more.drop shaddow as above.
Resize element3 by15.Paste as new layer,image mirror.
Sharpen unsharpen.drop shaddow 2.2.50.5.place on top of right hand.Merge layers visable.
Crop and resize 650 pixels width,
Add url copyright and licence number.
Add name,apply inner bevel,settins as below.

 Drop shaddow.
Highlight full tube,with freehand tool set on point to point,
Draw around the outer rims of the wings.see mine for details.
Apply psp noise on uniform 50.Select none,Edit copy merged,
paste in animation shop as new animation.Back to psp.
Undo select none,undo noise,Apply noise as above,change to60.select none.
edit copy merged,paste in animation shop after current frame.
View animation,save as.
