Font of choice i used Impact.

Drop shaddow throughout.2.2.50.5.

File new 650x650.Fill with white.

Copy and paste paper15 as new layer,mask new from image,

select and apply mask,merge mask visable.Add PSP weave effect,

Gap size2.Width6.Opacity4.Weave colour red,Gap colour red.Fill gaps ticked.

Resize frame2 by65.Paste as new layer on top center of mask.

Magic wand,click in center,modify exspand by5.

Resize paper13 by65.paste as new layer,invert,hit delete,

drag below frame,Drop shaddow frame.

Resize Tube by45.Paste as new layer bottom center of frame,

sharpen,drop shaddow.Erase overlapping of tube bottom of frame.

Resize56 by30.Paste as new layer top left corner of frame.

Sharpen then drop shaddow.

Resize 101 by20.Paste as new layer on top bottom of frame.

Sharpen add EC gradient glow set on thin white size3.Erase part on wrist.

Resize73 by20.Paste as new layer bottom left of frame,

rotate slightly,sharpen then drop shaddow.

Resize75 by20.Paste as new layer on tubes elbow,

sharpen then drop shaddow,erase part of handle on the elbow.

Resize 139 by20.Paste as new layer left side of frame,on top of mask.

Sharpen then drop shaddow,duplicate,image mirror.

Resize46 by20.Paste as new layer top right 0f frame.

Sharpen then drop shaddow.

Resize81 by20,paste as new layer top towards left of mask.sharpen then drop shaddow.

Duplicate image mirror.Merge these two layers visable,duplicate,

image flip,duplicate image rotate 90% left,move down left of mask.

Duplicate image mirror.

Add url copyright and licence number.

Add name red and blue linear gradient of choice and caps on.

rotate 90% left,place doen left inside frame,add EC gradient glow twice,

thin white set on 3.

Edit copy merged into animation shop,duplicate 18 times.

Open animation 475,edit select all,edit copy.

Highlight 1st frame of your tag,edit select all,edit paste in selected frame,

place one on top of each fan around tag,one at a time.

View animtion,save as.
