Font of choice i used Wild West USA.
Drop shaddow throughout. 2.2.50.5.Black.
File new 650 x 650. Fill with white.
Resize paper5.by90.Paste as new layer.Mask new from image.
Select and apply mask.Merge mask visable.
Resize Frame5.by60.Paste as new layer on top center of mask.Magic wand.
Click inside 1st blank.Modify exspand by5.
Resize Paper2.by60.Paste as new layer. invert hit delete.Drag below frame.Select none.
Repeat as above filling 2nd.and 3rd.blanks of frame with Paper13.and Paper7.
Merge these layers visable.Drop shaddow frame.
Resize tube by60.Paste as new layer on top bottom center of frame.
Sharpen, drop shaddow.Erase overlapping of tube at bottom of frame.
Resize Flag1.by50.Paste as new layer on top right of 1st frame.Drop shaddow.
Resize Wordart3.by40.Paste as new layer on top bottom center of frame.Drop shaddow.
Resize Book3.by30.Paste as new layer under right of tubes head.Drop shaddow.
Resize Circledecosign.by30.Paste as new layer on top right of frame.Drop shaddow.
Resize Cake1.by30.Paste as new layer on top bottom left of mask.Drop shaddow.

Highlight 1st.frame of tag.Edit select all, edit paste into selected frame,
on top of firework in tubes hands.
Repeat as above twice, place 2nd firework just beneath America circle decor
and 3rd fire just above right of cake.
View animation, save as.
