Font of choice i used Vivaldi.

File new 600x650 fill with white

New layer fill with paper of choice mask

New from image select and apply mask merge mask visable.

I added an effect to mine.

Resize frame3 paste as new layer on top of mask.

Magic wand click in center selections modify

exspand by5 paste paper of choice selections invert

delete on keyboard select none drag below frame.

I added psp weave effect size2 colour black to mine.

Highlight frame selections modify expand by1

resize tube of choice paste as new layer

selections invert delete on keyboard drag below frame

select none, paste tube again line up with tube below

drop shaddow use selection tool cut off bottom of tube

drag above frame drop shaddow frame.

Resize flowers1 and 2 paste as new layers drop shaddow

place and arrange to right of frame one on top of other.

Resize charm3 paste as new layer place to left of frame drop shaddow.

Resize bow1 paste as new layer place

to bottom center of frame drop shaddow.

Add name place to bottom right of frame drop shaddow.

Add url copywrite and watermark.

Resize crop highlight charm3 layer use freehand tool

draw around the eyes colours adjust brightness and contrast

set on brightness50 contrast10 edit copy merged

paste in animation shop as new image.

Back to psp undo selct none undo brightness and contrast

add brightness and contrast set on 80-10

edit copy paste in animation shop after current frame.

Repeat undoing select none and brightness and contrast in psp

then add brightness and contrast at 100 then 120

edit copy merged paste in animation shop after current frame.

Vie animation save your work.
