File new 650x650 fill with white, new layer fill with paper of choice

mask new from image select and apply mask merge mask visable duplicate.

Resize tagback paste as new layer place on top center pf mask.

Resize border paste as new layer, place just outside of tagback.

Magic wand click in blank space between tagback and border

selections modify exspand by2 copy and paste close up tube

image mirro increase size to fill the border selections invert delete on ketboard

select none drag below border.Blend mose luminance drop shaddow frame.

Resize full tube paste as new layer place on top left of frame drop shaddow.

I colourized the scull tattoo on the tube mine by going to colour

colourize brightness and saturation set on 0.

Resize candles paste as new layer place to bottom left

corner of frame drop shaddow.

Resize flowers image mirror colourize grey scale paste as new layer

place on top bottom right of candles drop shaddow erase end of stem duplicate.

 Resize bow erase left part of ribbon paste as new layer place

on top end of stem see mine for details add EC gradient glow.

Add url copyright and licence.

Add name place to bottom of frame drop shaddow.

Highlight border layer effects dsb flux noise set on 80 mix.

Edit copy merged paste in animation shop as new image.

Back to psp undo noise add noise set on 90, edit copy merged

 paste in animation shopafter current frame.

Back to psp undo noise add noise set on 100

edit copy merged paste in animation shop after current frame.

View animation save as.
