dsb Flux bright noise plugin.
Font of choice i used Rockabilly.

Open template,delete credit layer.
Highlight black rectangle1,select all float,
Paste tube of choice left of frame.Invert delete on keyboard,select none.
Change mode to Luminance.
Repeat same for black rectangle2.Move to right of frame.
Resize main tube paste as new layer on top center of template,drop shaddow.
Move Rock Angel small wordart to right of tubes head,drop shaddow FF00FF.
Move Rock Angel LRG.just beneath tubes knees.Add same drop shaddow as on small wordart.
Highlight circle 1,Select all float,new layer,fill with 010002.Add Psp weave effect in 7515C1.
Delete original layer.select none.Repeat for circle 2 same as circle 1.
Highlight large circle,select all float,new layer fill with 862C70.Add dsb Bright noise.
select none,delete original layer.
Highlight large black rectangle,select all,float new layer fill with FF00FF.
Add psp Noise mix on 65.Select none,delete original layer.
Highlight blue rectangle,select all float,new layer,fill with linear gradient.45.
Foreground.9E1032.Background 000000.Make background the gradient.Angle,repeats12.
Use precepts shapes,add music notes to your own liking.Add dsb npise mix 100
to double notes,drop shaddow same as wordarts.Arrange notes around template.
Add url copyright and licence number.
Add name 000000.9E1032.drop shaddow.Place to bottom right of template.
Crop around your template.Highlight white background,new layer,fill with same gradient colours
as on your blue rectangle,change gradient to sunburst.
Mask new from image,select and apply mask,merge mask visable.Add psp weave effect 9E1032.
Highlight lrg wordart,Add dsb noise mix 80.Edit copy merged
paste in animation shop as new animation.Back to psp,add noise mix 90.
Edit copy merged,paste in animation shop,after current frame.
Back to psp add noise mix 100,edit copy merged,paste in animation shop
after current frame.View animation,save as.
