Font of choice i used Aparajita.
Open frame in psp.
Image canvas size 700x750.
Magic wand click in center of frame and all small blanks
Selections modify exspand by 5 new layer
make a gradient using two colours to compliment tube
Fill with this gradiend drag below frame.
Use clone tool to fill in any blanks of your fill thats showing.
resize tube of choice paste as new layer invert delete on keyboard
select none. paste your tube again drag to top of 1st. tube
align them both up, erase parts you do not want showing
drop shaddow see mine for details.
Add url copyright and licence.
Add name place to bottom right of frame drop shaddow.
Resize 650 pixel width all layers checked.
Save as PNG.
